If you do the math and make the bell curve, if the answers are usually on one side and not evenly distributed, the result is uneven. I think it means that justice is not suitable for everyone, since, for some, who won the best lawyers in general or too often a poor person is not adequately represented in prison and go make some, or has pursued an innocent person goes to prison.
